Institutional pricing, not a shady trick
Universities and educational institutions don't always pay individual prices. In many educational programs there is institutional or academic pricing based on seat counts and how access is distributed.
This is like many programs universities use for students and researchers: the same product, but licensed differently from a direct individual purchase.
What should stay clear?
What matters most is that access is on your own account at Coursera, and that certificates are issued in your name by Coursera itself, and to know who to contact if activation is delayed or something goes wrong.
If anyone offers you a shared account or someone else's login details, that's not healthy access and it doesn't protect your certificates or your progress.
